Residents may recall a couple of weekends before Christmas where Welsh Water closed the road in the centre of the village without warning, then failed to carry out the work, then took the signs away, then said they would close it again for three days, before completing the work behind some barriers without closing the road. Well, Llangattock Community Council wrote to complain about the appalling lack of communication. For your information, this is the response we got.

Residents living in the areas coloured orange and blue on this map have had residents parking surveys pushed through their letter boxes. Please read them carefully before separating the survey form on the last sheet from the Q+As and posting them in the black boxes at the following locations by the end of January:
If you are in the coloured areas and you have not yet received a form, please email llangattockplaceplan@gmail.com with your name, address including postcode and a contact number and we will get one to you.
Survey forms will shortly be pushed through the letterboxes of Llangattock residents who would be directly affected if a new residents-only parking scheme were to be introduced on their roads.
The forms will be accompanied by a detailed question and answer form, which can be downloaded by clicking this link. https://www.llangattock-cc.gov.wales/wp-content/uploads/2023/12/Llangattock-Residents-Parking-Scheme-no-form-Survey.pdf
Parking was one of the biggest issues raised in the recent Place Plan consultation, so options need to be explored.
The highways authority, Powys County Council, runs the on-street scheme on offer and it is the only one available.
Llangattock Community Council has no power over on-street parking but does control the car park opposite St Catwgs Church, which is also included in the consultation.
Residents living in these areas will have to decide whether they want such a scheme to be introduced, as it would be restrictive for residents as well as visitors.
Anyone living outside the area on the map will have an opportunity to comment if a significant majority of those within say they want a residents-only parking scheme.
Dyfed Powys Police have seized a motorbike in Llangattock following complaints of antisocial behaviour. Thanks to PCSO Lee Garret and the Roads Policing Unit.
A flood warning has been issued by Natural Resources Wales from Brecon to Glangwryne. Pumps are being deployed to New Road in Crickhowell as a precaution. Follow for updates using the link below. We have no reports of road closures at this time.

Merry Christmas, everyone, and a happy and prosperous New Year.
Good progress is being made on the toilet block project in Llangattock Recreation Ground. The roof over the new store room is almost complete. The solar panels will go on next. The store room will be used for gardening, cleaning, and play equipment. We will probably develop a system for booking out to organised groups. Anyone interested?
A resident has told us that BT intends to close the phone box in the centre of Llangattock. We have spoken to BT, who said that the formal closure consultation has not yet begun. However, we are keen to gauge the level of local feeling about it. If you have any concerns about the closure of this box, please drop us an email at Llangattockcc@gmail.com

Important Message from Powys County Council regarding the closure of the waste recycling centre at Brecon for refurbishment:
Powys County Council would like to remind residents that the Brecon Household Waste Recycling Centre in the Ffrwdgrech Industrial Estate will be closing temporarily on Thursday 16 November to undergo important safety upgrades and improve the site user experience.
Whilst the recycling centre is closed, residents wishing to recycle items not collected at the kerbside, will be able to visit one of the other four centres in the county, the closest of which are in Llandrindod Wells (open Wed, Thurs, Fri, Sat and Sun) and Lower Cwmtwrch (open Mon, Thurs, Fri, Sat and Sun).
Cardboard can still be taken to one of the following local community recycling sites:
Brecon Richway
Crickhowell
Cwmdu
Hay on Wye
Llangynidr
Sennybridge
Talgarth
While we hope most people will be able to hang on to their waste and recycling which cannot be collected through the kerbside collections, or take to an alternative site, we appreciate this isn't so easy for garden waste. For the duration of the refurbishment (starting from 20 November), garden waste can be taken to the old Brecon high school site in Penlan, off Cerrigcochion Road, on Monday, Tuesday, Wednesday and Saturday mornings (9am-1pm).
"We know that the closure of the Brecon Household Waste Recycling Centre for three-months will be unwelcome news, and we apologise for the inconvenience." Says Cllr Jackie Charlton, Cabinet Member for a Greener Powys. "The essential works planned for this refurbishment need to be done for the safety of all users and to ensure the site remains fit-for-use going forward.
"We are working closely with Potter Group, who run the councils recycling centres, and the contractors to ensure we have picked the quietest time of the year and to make sure we keep the length of time the site is closed to a minimum.
"With a county as large and sparse as Powys, we appreciate users of the Brecon Household Waste Recycling Centre will have to travel much further to visit another recycling centre whilst the refurbishment takes place. Thank you for your patience and understanding."
The refurbishment to the recycling centre will include new, safer hardstanding across the site, upgraded drainage, an improved one-way system with easier access and safer parking area, and a dedicated area for leaving items for re-use. Due to begin on Thursday 16 November, the work will take approximately three-months to complete.
Although many of the improvements to the site will not be noticeable to visitors, they are essential to make sure the facility complies with legal requirements, operates safely, and remains easy for visitors to access and use.

If you find it difficult to get about, hard to travel to a medical appointment, the garden centre or a sociable lunch, help is at hand. Volunteers run the Dial-a-Ride service and serve Llangattock. They are looking for volunteer drivers, too, so if you have a valid, clean driver's licence with 'D1' on it and can spare a few hours to help your community, please get in touch. Call too if you could help on the admin side. The numbers are on the photos.

Mae'n ofynnol yn ôl y gyfraith i Awdurdodau Lleol, gwasanaethau brys ac ymatebwyr eraill ffurfio Fforymau Lleol Cymru Gydnerth (yn seiliedig ar ardaloedd heddluoedd) i gynllunio ar y cyd ar gyfer argyfyngau, ymateb iddyn nhw ac adfer ar eu hôl.
Mae Fforymau Lleol Cymru Gydnerth yn bartneriaethau aml-asiantaeth sy'n cynnwys cynrychiolwyr o ymatebwyrcategori 1. Caiff Fforymau Lleol Cymru Gydnerth eu cefnogi gan ymatebwyr categori 2 ac maen nhw hefyd yn gweithio gyda’r sectorau milwrol a gwirfoddol. Mae Fforymau Lleol Cymru Gydnerth yn anelu at gynllunio a pharatoi ar gyfer digwyddiadau lleol ac argyfyngau trychinebus. Maen nhw’n gweithio i nodi risgiau posib ac yn creu cynlluniau brys i naill ai atal neu liniaru effaith unrhyw ddigwyddiad ar eu cymunedau lleol.
Serch hynny, bydd datblygu'r gallu i helpu ei gilydd ar lefel leol o gymorth os bydd y gwasanaethau brys yn cael eu gorlethu yn yr ymateb cychwynnol. Gallai hefyd leihau effaith yr argyfwng ar y gymuned.
Mae Fforwm Cydnerth Lleol Dyfed Powys yn cwmpasu siroedd Sir Gâr, Ceredigion, Sir Benfro a Phowys. Prif Gwnstabl Heddlu Dyfed Powys sy’n cadeirio’r prif grŵp. Mae amrywiaeth o grwpiau ac is-grwpiau yn adrodd i Fforwm Cydnerth Lleol Dyfed Powys a sefydlwyd i ymgymryd â gweithgareddau penodol. Caiff swyddogion o'r Awdurdodau Lleol eu cynrychioli ar bob un o'r grwpiau. Nid yw Fforymau Lleol Cymru Gydnerth yn gyrff statudol.
Asesiad Risg – Cofrestr Risgiau Cymunedol
Mae ymatebwyr Categori 1 a 2 wedi cynhyrchu cofrestr risgiau cymunedol sy'n cwmpasu ardal Dyfed Powys. Mae'r gofrestr yn rhestr o risgiau a allai achosi argyfwng yn ardal Dyfed Powys. Nid yw cynnwys risg ar gofrestr risg gymunedol yn golygu y bydd yn digwydd. Mae'n golygu ei fod yn cael ei gydnabod fel posibilrwydd a bod sefydliadau wedi gwneud trefniadau i gynllunio ar gyfer ymateb i'r digwyddiad ac i leihau ei effaith. Mae asesiadau risg Dyfed Powys yn cael eu diweddaru’n flynyddol, neu yn ôl yr angen os yn gynt, ac yn ystyried y ddau ganllaw cenedlaethol ynghyd â gwybodaeth ac arbenigedd lleol ar draws ein hardal. Yna rhoddir y wybodaeth hon i bartneriaid proffesiynol Fforwm Lleol Cymru Gydnerth i asesu, trafod a gweithredu er mwyn gwella ein gallu i ymateb i unrhyw fath o sialens sy’n tarfu.
Mae’r risgiau allweddol yn cynnwys:
Ffliw Pandemig
Llifogydd
Tywydd Garw
Colli seilwaith
Llygredd
Clefyd anifeiliaid
Digwyddiadau diwydiannol
Digwyddiadau trafnidiaeth
Cynllunio at Argyfyngau
Mae cynllunio at argyfyngau yn broses aml-asiantaeth gynhwysfawr i adnabod ac asesu risgiau perthnasol, i gynllunio a pharatoi, i hyfforddi ac ymarfer, i liniaru'r effeithiau ac ymateb yn effeithiol i ddigwyddiadau, pan fyddan nhw’n digwydd. Ymgymerir â chynllunio ar gyfer argyfwng ar lefel sirol, rhanbarthol a chenedlaethol. Cynhyrchir cynlluniau ymateb brys ar lefel fforymau lleol Cymru gydnerth a phob asiantaeth i ddisgrifio trefniadau i ymateb i argyfyngau a/neu risgiau penodol fel yr amlinellir yn y gofrestr risgiau cymunedol. Mae swyddogion yn cael eu hyfforddi yng nghynnwys y cynlluniau a threfnir cyfres o ymarferion (aml-asiantaeth ac asiantaethau unigol) yn rheolaidd i brofi'r ymateb. Yn dilyn hyfforddiant, ymarferion a digwyddiadau, caiff cynlluniau eu hadolygu yn seiliedig ar adborth a gwersi a ddysgwyd er mwyn sicrhau bod yr ymateb i argyfyngau yn y dyfodol yn fwy effeithiol.
Parhad busnes
Mae parhad busnes yn ymwneud â chynllunio i liniaru effeithiau amhariad posib ar wasanaethau cyhoeddus hanfodol, fel y gellir parhau i’w darparu yn ystod argyfwng. Mae gan ymatebwyr Categori 1 ddyletswydd gyfreithiol i roi trefniadau parhad busnes ar waith ar gyfer eu sefydliad, gan rannu arfer gorau. Beth bynnag fo’r digwyddiad, dylai’r awdurdod lleol ymdrechu i’r graddau y mae’n rhesymol i “fusnes fel arfer” wrth ddarparu gwasanaethau a nodir yn ei Gynllun Parhad Busnes. Mae hyn hefyd yn cynnwys sicrhau bod cyflenwyr hanfodol yn dal i allu cyflenwi mewn argyfwng.
Rhybuddio a Llywio
Mae trefniadau yn eu lle ar sail
aml-asiantaeth ac o fewn pob sefydliad i rybuddio, llywio a chynghori'r cyhoedd cyn ac yn ystod argyfwng. Mae dogfennau a dolenni wedi’u gosod ar wefannau awdurdodau lleol sy’n rhoi gwybodaeth i’r cyhoedd am gynllunio a pharodrwydd at argyfwng. Yn ystod digwyddiad, bydd yr awdurdod lleol yn gweithio gyda phartneriaid aml-asiantaeth perthnasol i sicrhau bod neges gyffredin yn cael ei lledaenu i'r cyhoedd a'r cyfryngau o ran yr ymateb a'i effaith. Bydd gan Aelodau Etholedig rôl i'w chwarae drwy weithredu fel cyswllt rhwng eu cymunedau a'r cyngor.
Cadernid Cymunedol
Yn ogystal â dyletswyddau statudol ffurfiol, ceir cydnabyddiaeth gynyddol bod angen i ymatebwyr (awdurdodau lleol yn arbennig) ddefnyddio adnoddau a galluoedd eu cymunedau fel rhan o’r broses o baratoi ac ymateb i argyfwng. Caiff ei alw’n gadernid cymunedol a gellir ei ddiffinio fel “cymunedau ac unigolion sy’n harneisio adnoddau ac arbenigedd i helpu eu hunain i baratoi ar gyfer argyfyngau, ymateb iddyn nhw ac adfer, mewn ffordd sy’n ategu gwaith yr ymatebwyr brys”. Gall Aelodau Etholedig chwarae rôl allweddol wrth annog cymunedau i ddod yn fwy gwydn, yn arbennig drwy gynhyrchu cynlluniau argyfwng cymunedol. Drwy ddod yn fwy gwydn, gall unigolion a chymunedau ategu gwaith ymatebwyr lleol a lleihau effaith yr argyfwng yn y byr dymor a’r hirdymor.
